Exploration of real cases of conflict resolution

  • Fostering an atmosphere for resolution of conflicts by exploration and dissemination of exemplary cases

Purpose of promotion

  • Rewarding those credited with exemplary cases for conflict resolution; emphasizing success factors and implications at meetings held onsite
  • Distribution of exemplary cases made in the form of storybooks; fostering an atmosphere for resolution of conflicts through mutual cooperation and using mass media

Major
content

  • (1) Collection of exemplary cases
  • Institutions coopering with the PNPC: Government ministries, local governments, public institutions, relevant civic organizations, etc.
    • - Materials related to the Comprehensive Plan for National Cohesion collected by the Planning Department and local exemplary cases submitted by local governments and civic organizations to the Local Communication Department are all to be included in those subject to review.
    • - The PNPC is to ask all relevant institutions to collect the materials from their subsidiaries and submit them to the PNPC.
  • Content: cases of resolution of conflicts associated with policies, programs, and citizen’s daily lives
    • - Effective resolution or prevention of conflicts faced by the central/local governments in the course of pushing forward with policies or programs
    • *E.g. - Cases of using a participatory decision-making method, inter-party dialogue or mediation by a third party, etc.
    • - Effective resolution of a complaint by a government institution
    • - Voluntary resolution of a conflict that has occurred within the local community
    • * Policies or programs designed to resolve conflicts experienced by citizens from different areas, classes and generations and with different ideologies are to be based on those collected by the Local Communication Department.
  • (2) Selection of exemplary cases and announcement of the results
  • Holding a session of the Selection Committee for selection of exemplary cases
    • -Timing: April to May
    • -Judges: Members of the PNPC, senior advisors, and outside experts
    • -Criteria of selection: conflict intensity, effort for conflict prevention/mediation, ripple effects, the level of stakeholder participation, creativity and accommodability of result
  • Award presentation ceremony
    • -Timing: June
    • -Presentation of cases: 1 gold prize, 4 silver prizes
    • -Presented awards (15 total): One gold prize, four silver prizes, ten honorable mentions
    • -Type of Award: PNPC Chairman Prize
    • -Events: Presentation of cases, award presentation by the Chairman, Commemorative photo session
  • (3) Publication of a collection of exemplary cases
  • In November (after two months’ production)
  • Manuscript: to be written by a professional in the form of storytelling
    • *Remarks: consultation with Kyobo Book Center, etc. concerning production of the collection as being those for sale
